They just let your phone ring once or twice then hangup immediately before you can answer it, thus expecting you to call them back. So it may be a reverse charges call, irrespective if you answer the call or call it back, one way or another these scumbags are trying to rob you. Just don't answer it, and if possible block the number. I get calls originating from Algeria also, but they use many different numbers so it's difficult to block them. If in doubt, always search google etc, with "country code 242" (the first 3 digits of the call which in this case is 242 = Congo) and if you have no dealings with that specific country, then ignore the call and block where possible.
